The Northwest Oregon Housing
Authority Board of Directors is pleased to announce that Todd
F. Johnston will be the new NOHA Executive Director.
Following a nationwide search, Mr. Johntson and three
other candidates were interviewed on June 1, 2010. At the
regular Board of Commissioners meeting on June 3,
2010, Mr. Johnston was selected as the new Director. He
was offered and accepted the position on June 10,
2010.
After calling Mr. Johnston to offer him the job,
NOHA Board Chair Patricia Roberts related "He is excited about
comming here, and we are very excited that he has accepted the
position." Among a field of strong candidates, Mr. Johnston
stood out for his expertise in the Housing Choice Voucher
(Section 8) Program, which is the largest function of NOHA.
Mr. Johnston is currently the Housing Program
Coordinator for the City of Albuquerque Housing Services,
where he administers the federal HCV rental assistance program
for 4,097 households. He has been with the City of Albuquerque
for six years, starting as a Tenant Services Specialist. He
previously worked as a Tenant Programs Coordinator for the
British Columbia Housing Management Commission. Mr. Johnston
has a B.A. in English and Psychology from the University of
New Mexico.
Mr. Johnston's employment with NOHA will begin
July 16, 2010.

applicants were pulled from NOHA's Section 8 Waiting List on
the 26th of April 2010. Each applicant was notified via mail;
50% of the applicants pulled have responded to the notice
and are in the eligibility verification process. The 50% that
did not respond have been withdrawn from the process and
waiting list. We anticipate pulling more names from the
waiting list in the next few weeks.
NOHA's search for
a new Executive Director continues; the deadline for
submitting an application packet closed on Friday the 7th of
May. The Board Personnel Committee will meet soon to
select applicants who will be offered an
interview.
NOHA has created a new system in which
landlords can receive correspondence, receipts, and other
information from the housing authority via email. Each
landlord will receive an informational flyer and instructions
on how to sign up for this service in
June.

24, 2010 - The Personnel Committee of the Board of

APRIL
2010
April 6 - NOHA will begin pulling applicants
from the waiting list before the end of April. Those
applicants who are pulled will be notified via
mail.
MARCH
2010
March
4, 2010 - NOHA will begin putting people back onto the Section
8 program. The first groups of clients to receive a voucher
will be:
1. Client's who were receiving
assistance in 2009 and
moved from their unit when they were
notified that NOHA would be terminating assistance in
June.
2. Client's who received a voucher in
early 2009 but had not leased up in a unit. These vouchers
were suspended by NOHA due to lack of
funding.
NOHA is in
the process of finalizing the
vouchers on the two groups listed
above.

Public Notice

The Northwest Oregon Housing
Authority has revised its Agency Plan in compliance with the
Quality Housing & Work Responsibility Act of 1998. It is
available for review at the Authority's office located at 147
South Main Avenue, Warrenton; NOHA website nwoha.org; Alder
Court Apartments (Warrenton) and Clatsop Community Action
(Astoria). The Authority's hours of operation are 9:00 am to
4:00 pm.
In addition, a public
hearing will be held on Monday, March 29,
2010, at the NOHA office 147 South Main Avenue,
Warrenton. The hearing will begin at 1:30 pm. Written comments
are welcome and due by Friday, March 26, 2010; mail to P.O.
Box 1149 Warrenton, Oregon 97146. Everyone is invited. If you
have any questions, please call 503-861-0119 extension 112.
The Section 8 Resident Advisory Board is invited to
comment.

2010 - The Housing Authority is required to complete a 5-Year
Plan for Fiscal Year 2010 - 2015 and an Annual Plan for Fiscal
Year 2010.

4, 2010 - Each fiscal year Northwest Oregon Housing
Authority (NOHA) is required to release an Annual Report
after their yearly independent audit. Below is a link for the
Annual Report for Fiscal Year (FY) 2008 -
2009.

The NOHA Board of
Commissioners decided at their February 4, 2010, board meeting
to work with the Housing Authority of Portland (HAP) and
review its' Housing Choice Voucher Administrative Plan. The
review will look at current policies to see if they meet the
current needs of families in NOHA's jurisdiction. NOHA will
sign a Memorandum of Understanding (MOU) with HAP. The work
will, hopefully, begin in July
2010.

a change to the Occupancy Standards for Section 8 recipients.
