Housing Choice Voucher Programs

The housing authority provides approximately 5 million dollars annually in rental assistance in Clatsop, Tillamook and Columbia counties. The wait time for rental assistance is approximately 3 years. Pre-applications can be requested by calling, faxing or e-mailing. Our waiting list is open. Pre-applications go on the waiting list as to date and time received. When funding is available applications are pulled in date order. If you are requesting an application and live outside our jurisdiction you will automatically be placed on the Clatsop County list.

The housing authority manages when available Family Unification Vouchers. These vouchers are designated specifically for use by families who have active cases through the Department of Human Services (DHS) Child Welfare Division. Eligible families must need adequate housing to keep their children from being placed in foster care or returned from foster care.

NOHA has when available vouchers designated specifically for persons with disabilities under 62 years of age. Five of these are designated to individuals who qualify for a 1915 Waiver through the DHS Disabled Services. These vouchers provide housing to an individual who is disabled and receiving services from DHS, leaving a hospital or nursing home setting and returning to their local community.

NOHA was awarded a grant from HUD to fund a Family Self-Sufficiency Program. The purpose of the program is to help participants in the rental assistance program become self-sufficient. Participants must sign a 5 year contract designed to get them back to work or to a higher level of pay by developing job and related skills. We currently have 50 slots.

The housing authority administers Modern Rehabilitation (Mod-Rehab) subsidies for the Astor Apartments in downtown Astoria. The 66 unit rehabbed hotel has studio and 1 bedroom units. The housing authority pays subsidies on 59 of the units.

 Portability

The Northwest Oregon Housing Authority (NOHA) is currently accepting Port-In transfers. 

NOHA is not absorbing at this time.
