Affordable Housing Waitlists Open – February 2, 2026

The Northwest Oregon Housing Authority is opening waitlists for a new 50-unit affordable housing community located at 1596 Exchange Street in Astoria, also known as Owens II.

Applications and pre-applications will be accepted beginning February 2, 2026 for:

• Project-Based Voucher (PBV) units
• Permanent Supportive Housing (PSH) units (by referral)
• Rent-restricted LIHTC units (no rental assistance)

Each housing program has separate eligibility requirements and application processes.

No applications or pre-applications will be accepted prior to February 2, 2026.

The Northwest Oregon Housing Authority has made its draft FY 2026 Annual PHA Plan and proposed Administrative Plan revisions available for public review. The 45-day public comment period is now open.

THE NORTHWEST OREGON HOUSING AUTHORITY (NOHA) IS SEEKING PROPOSALS FROM QUALIFIED FIRMS TO PROVIDE THIRD-PARTY PROPERTY MANAGEMENT SERVICES FOR SELECT MULTIFAMILY HOUSING PROPERTIES IN CLATSOP, COLUMBIA, AND TILLAMOOK COUNTIES.

The Board of Commissioners for the Northwest Oregon Housing Authority (NOHA) will hold a special board meeting by e-mail on Monday, March 30, 2026 between 11:00 am – 11:25 am. The meeting will be limited, focusing only on the acceptance of the FYE2025 audited financials and the approval of the FYE2026 Budget.
