Request for Proposals (RFP)
Third-Party Property Management Services
The Northwest Oregon Housing Authority (NOHA) is soliciting proposals from qualified and experienced firms to provide third-party property management services for select multifamily housing properties located in Clatsop County, Columbia County, and Tillamook County, Oregon.
The properties included in this Request for Proposals (RFP) consist of affordable housing developments subject to various regulatory requirements, including Low-Income Housing Tax Credits (LIHTC), USDA Rural Development programs, and HUD Multifamily programs.
The purpose of this RFP is to evaluate qualified property management firms and to compare operational approaches, qualifications, and pricing structures to support future decision-making by the Authority.

Proposals must be submitted in accordance with the requirements outlined in the RFP. Late submissions will not be accepted.
